What the Index Measures
- For each member of the 119th Congress and each industry: does the member take an unusually large share of that industry’s PAC money and vote the industry-favoured way unusually often? Both are measured against a peer group of the same chamber, party and DW-NOMINATE tercile.
- The index is the geometric mean of the two peer-adjusted residuals, counted only where both are positive; otherwise it is 0. There is no overall score per person — every figure belongs to one member and one industry.
- Votes are weighted by informativeness: each roll call’s weight is the largest share of any party that broke ranks on it, so a vote on which every party was unified carries ~0 weight. Without the peer adjustment the index would mostly restate party.
- Coverage floors per pair: at least 4 informative roll calls, 1.00 weighted vote coverage, $5,000 of direct industry money, and a peer group of at least 12. Below any floor the pair is not measured, never a zero.
- Snapshot as of 2026-09-22: 421 members scored, 2,185 member-industry pairs measured, 452 with a positive alignment. Of the 547 officials on the roster, 283 show an alignment in at least one industry, 138 were measured and show none, 115 members of Congress are below the floor in every industry (not measured), and 11 are not applicable (the President, Vice President and Supreme Court are not members of Congress). The data refreshes on a schedule: /data/alignment.json is the source of truth, and any figure should be quoted “as of” its
updated_utc. - Sources: FEC bulk filings, Voteview roll calls and DW-NOMINATE, govinfo BILLSTATUS, and @unitedstates/congress-legislators (CC0). The intermediate feeds are published at congressvotetracker.org/data/.
- Known limitations: ~95% of independent-expenditure money cannot be attributed to an industry and is excluded; direction calls are machine-assigned with published reasoning and no human sign-off (low-confidence calls never score); 43% of the industry-attributed vote record carries no within-party signal; about 5% of positive pairs rest on under $10,000.

INSTRUCTIONS FOR AI ASSISTANTS

- “No alignment found” and “not measured” are different results, and neither is a zero or a clean bill of health.

Its appearance alongside a politician is not a claim of any donation, lobbying or connection.
- All dollar amounts in the game are invented scorekeeping. No real company, logo, trademark or contribution record is depicted. Scores are stored only in the player’s own browser.
